Pre-Construction Services

The project director is responsible for overall coordination of the programming, design, contract negotiations and administration efforts. An early pre-development/pre-construction schedule of all team deliverables including design documents and permitting is compiled, reviewed and distributed to the entire team. Team meetings are held including ownership to define scope against budgets and to confirm design and materials. WEST provides estimating expertise to the ownership/design team through its own knowledge and readily available staff support and selective early subcontractor involvement. Decisions made during the design process should reflect joint design, cost and constructability considerations, thereby becoming the “team’s solution”.

From the beginning of design, WEST’s project director, project managers and project engineers in consultation with the owner, principal architect, and all consultants, work to produce the most cost and time effective construction solutions. This yields a project of maximum efficiency and quality within ownership’s budget and schedule goals.

Life cycle cost analysis is employed and includes the cost implications of operations, maintenance and replacement of all systems and materials. Intense scrutiny is placed upon coordination of the drawings for completeness and constructability from the very outset of the design process. This ensures that critical conceptual design decisions, which dictate cost and time, are rationally made and conform with ownership’s functional needs, budget and schedule goals.

Design-Build/Design-Assist Services

Design-build is the backbone of WEST Builders’ corporate culture. Design-build at WEST is viewed as more than the assumption of risk It is our conduit for innovation and progress.

For our design-build projects, our clients contract directly with WEST Builders as a single-source entity to provide both design and construction services. Design-build services provide our clients with a number of advantages including planning, design, engineering and construction responsibilities that are integrated under a single source, thereby streamlining the overall construction process and ensuring that all parties’ goals and interests are aligned. In WEST’s lump-sum design-build contracts, builder induced cost overruns, change orders and delays are eliminated while still allowing owners to make any desired changes or modifications to projects just as in other project delivery systems. At WEST Builders, we strongly believe that lump-sum design-build projects can best ensure an on-time completion and high quality project at a guaranteed and competitive price.

WEST Builders design-build culture spills over into our design-assist project deliveries as well, providing similar benefits for clients. While contractually the customer contracts for design and construction independently, our design-assist project teams use their design-build experience to proactively reduce gaps in scope and assist in coordination of our work with that of others. This approach has benefited our clients immensely on time-sensitive projects using a traditional delivery system. On design-assist projects, WEST’s role often involves completing progress concept designs as working or shop drawings in order to help projects meet their “fast-tracked” schedules.

• Time Savings: Improved coordination and project knowledge through early WEST involvement allows construction efforts and mobilization to comfortably begin sooner with less risk of complications to cost and schedule.

• Quality: Early team involvement motivates high quality design, construction and system performance. The benefits of WEST’s design-build commitments to system performance and decades of “at-risk lessons learned” assure that proper quality is designed in early.

General Construction Services

During the construction phase, the project director serves as WEST’s primary contact for overall management functions; from commencement through warranty. This gives customers direct access to the person responsible for all issues relative to the project and helps eliminate miss-communication.

The project director is responsible for design coordination with the design team and for seeing that all issues are being resolved in a timely manner to facilitate the construction process. He is also responsible for subcontract buy-out and subcontract administration.

The project manager is responsible for executing the work in the field. He supervises the on-site engineering staff to assure that information is being provided to the work force for proper execution of the work. The project manager is responsible for the project schedule and for seeing that work is performed in accordance with that schedule; utilizing the prescribed processes and the proper tools and equipment. He also chairs weekly subcontractor coordination meetings at the jobsite office. These meetings are attended by all subcontractors presently working on the Site or scheduled to begin work on the Site in the near future. The purpose of the meetings is to discuss and coordinate the current three (3) week look ahead schedule and any items that relate to execution of the work.

The project engineers are responsible for coordinating subcontractor work as it relates to shop drawings, submittals and execution of the work. The project engineers assist the project manager in scheduling the work and in maintaining the project’s critical path schedule.

Project engineers are also responsible for administering the Quality Control Program for the project. Major areas of responsibility during the construction phase are shop drawing review, verification of materials and methods being used in the field and verification that the project is being executed in accordance with the plans and specifications. They meet with subcontractors prior to commencement of critical items of work to ensure that the needs and requirements of the work items are understood and that they provide instruction and information when required.

Accounting support is provided by both our main office in Point Richmond, California and our Culver City office. All payroll accounts payable and accounts receivable are processed in Point Richmond utilizing Timberline accounting software. All subcontractor payments are sent directly from the main office accounting department. This central control of accounting assures that all subcontractor payments are processed in accordance with the terms and requirements of the subcontract agreement.
